ECONOMIC DEVELOPMENT

Local governmental entities have a variety of tools available to assist in the development
or redevelopment of property. These tools include:

CREATING SPECIAL DISTRICTS

Our firm has significant experience working on the creation of districts that provide financing for public infrastructure for development, such as tax increment reinvestment zones, public improvement districts, municipal utility districts and similar entities. These districts each have different powers, revenue sources and governing structures. We help our clients determine which district, if any, is appropriate for the proposed project.

NON-ANNEXATION PROCEDURES

Annexation is the process by which cities extend their municipal services, regulations, voting privileges and taxing authority to new territory. Sometimes a neighborhood or group of neighborhoods may not want to be annexed into a larger city and we can assist these groups with non-annexation procedures.

SECURING INCENTIVES FOR OUR CLIENTS

We have extensive experience assisting clients on identifying and securing incentives, and work closely with the appropriate city staff to achieve our clients economic incentive goals. Available incentive tools include:

Bond Issuance
Building and Impact Fee Waivers
Developer Participation Agreements
Grants
Historic Tax Incentives
Sales Tax Reimbursements
Tax Abatements

Because our firm has worked on many unique incentive packages for different clients, we are very skilled in finding the right combination of incentives to seek for each project to make it economically viable.
